Spectrum Property Rights: from Theory to Policy
Abstract: This paper briefly reviews the relevant property rights theory and provides recent examples where the property rights theory found a practical application in managing interference situations in spectrum, as well as possibilities for efficient re-allocation of spectrum through Coasian bargaining.
